Avalokiteshwara is the Bodhisatva of Compassion. His Holiness the Dalai Lama is considered to be the reincarnation of Avalokiteshwara.
Avalokiteshwara Mandal is the Mandala of Compassion and Wisdom .The circular rays of light, which encase this Avalokiteshvara Mandala, symbolize complete and unyielding compassion. This is because Avalokiteshvara is the bodhisattva of compassion. This Chitrapata is also known as Avalokiteshvara in the Potala Palace Mandala.

As with most mandalas, this one is symmetrically balanced with four steps at the four Cardinal directions. At the bottom of the steps there are two fire-breathing Makaras, which are considered to be the guardians of all entrances, and two Nagas. The top red flames symbolize the Dhyani Buddha of the West, Amitabha. The left yellow flames symbolize the Dhyani Buddha of the South, Ratnasambhava. The green fire-breathing Makaras to the right symbolize the Dhyani Buddha of the North, Amoghasiddhi. The bottom blue fire-breathing Makaras to the right symbolize the Dhyani Buddha of the East, Akshobhya. The mirror at the top of each step is one of the Eight Auspicious Substances. It represents pre-consciousness and reflects all objects neutrally, however the mirror remains unaffected by the images shown.

In the center Avalokiteshvara holds a wishing jewel, his left hand holds mala beads, and in his right, he holds a lotus flower. He is seated in Padmasama and is wearing a green scarf with red and blue lower garments. Avalokiteshvara is seated atop his lotus throne.
